How do I fix a refrigerator that's not as cold as it used to be?
Check the defrost timer. This is a little square box, usually found in the front of the refrigerator. You should be able to see the dial movement. If not, the timer is not working. Try the following:

1. Manually turn the dial with your fingers. You can also stick a screwdriver into the knob slot to do this. Turn until you hear or feel a click. This should start the defrost cycle. It should take from 15 to 40 minutes, depending on type and age of the refrigerator. If the knob does not move freely, or doesn't move at all, then the defrost timer is defective. If the defrost timer doesn't function the coils in the freezer freeze over (because the defrost heater is never switched on) and there is no air flow (ice dam condition) to the box compartment.

2. If the timer is good, check the defrost heater. You'll need a screwdriver (to remove freezer cover) and an ohm meter. You may want to pick up a book from your local library on large appliance repair. This procedure is pretty simple, but you do have to know which wires to check. The defrost heater is located directly behind or under the freezer panels.

3. The only other thing it could be is a defective defrost heater thermostat. This keeps the defrost heater from burning up in case the defrost timer is defective.

Note: Your refrigerator will take one to two days to settle out. Once you set the thermostat dial, leave it be. If you don't, it'll need to settle out again.

Sounds like it might be an older refrigerator? Adjust it one time and if it still doesn't work, buy a new one. Old refrigerators sometimes require more energy to operate efficiently as they advance in years.
