Step 2:
Heat the flavorings
Put the water, sugar, and spices into a saucepan. The cinnamon sticks and cloves go in whole and will be filtered out later. If you plan to use tea instead of water, brew the tea beforehand and let it steep for five minutes. Don't just put a teabag in the mulling mixture! Note: You can reduce or not use the sugar if you're using tea.
Bring these ingredients to a slow boil for five minutes. Depending on your stove, the heat should be around medium high. A slow boil is when the boiling bubbles move slowly and can be dissipated by stirring. While the mixture boils, stir the ingredients and to scrape the bottom of the pan often so that nothing gets burned. Then remove the saucepan from the stove and reduce the heat to low.
